Statement by Chief Constable Jim Chu

The loss of a life is a traumatic event for everyone involved.

We do not yet know the identity of the deceased and when we do, we will express our condolences to his family for their loss.

A police involved shooting is a decision to use deadly force. This decision is usually made in seconds, under difficult and dangerous circumstances. But this decision is never made lightly. Our officers are trained to use deadly force only when it is necessary to protect themselves or others from grievous bodily harm or death, and no less violent options are available.

There is an active investigation underway and there will be more details released once we can confirm the information. In this particular incident, we deployed about 25 officers to the location of the incident to protect the scene and to ensure witnesses are located and interviewed. Further to that, right now we have 16 detectives and 3 forensic identification specialists working on the case. My preliminary information is that we have identified 50 witnesses to this incident.

I am also advising you that we are referring this investigation to an external police agency who will assume oversight of the investigation and will determine the investigative findings, including if there are Police Act and/or Criminal Code offences. Many of you are aware that the Province has introduced legislation to amend the Police Act to require cases that involve in custody deaths or serious injuries to be investigated externally. Even though this legislation has not yet been passed by the BC Legislature, we are going to live up to the spirit of this legislation and refer this case to an external police agency.

I have spoken to the Police Complaints Commissioner, Mr. Stan Lowe and he supports my decision to refer this investigation externally.

I have also spoken to Chief Constable Bob Rich, of the Abbotsford Police Department, and he has agreed to having the Abbotsford Police take on this external investigative role. The Office of the Police Complaints Commissioner will provide civilian oversight of the Abbotsford Police investigations. I can tell you that Crown Counsel is involved with these cases, and in addition, the coroner has been notified and will be conducting their own review.

Something happened this morning that all police officers train for, and all police officers hope will never happen, the moment that they must use deadly force to protect their own life or the lives of others.

As of this afternoon we can share with you what we know.

A call came in to 9-1-1 at 10:30 this morning of a theft from auto disturbed in the east lane of the 700 block of Granville Street. The complainant saw two men take some items from a vehicle and called police as the suspects ran off. He gave descriptions to 9-1-1 and two of our members located a possible suspect in the 500 block of Homer Street.

What we know from call information is that the officers then called for code three cover and advised that the man had a knife. The man advanced on the officers with an extended exacto knife and did not comply with orders to drop the knife. The two officers held the man at gun point but when he advanced further he was shot. Regrettably, he died at the scene.

The 31 and 43 year old female officers are both five year members.

    how many shots were fired? how big was the knife and the man. how many officers showed up. in north america police officers are armed to the teeth. when something happens they will out-number you 5-1 and outweigh you 1000lbs to 100. but all these are naive lay person’s thinking. because its a life and death situation when police pulls out his gun to protect himself. Of course they would say they regret killing someone even in the name of self-defense. they are being graceful and benevolent because even ordinary people can kill in the name of self-defense. when you go to western europe or japan police officers spend more time and use more skills with whoever is the menace. we do not have more violent criminals but we have more violent police officers than the ones in western europe or japan.

    Did I read it correctly? This reminds me of the movie, Resident Evil: Degeneration.

    目擊者Adam說事發時死者從後巷出來,被一名30多歲的女警截停。

    女警下車,要求搜查該男子的旅行袋時,該男子不斷發抖搖擺,情況與患柏金遜症病人相近。及後他拿出一把連刀柄約有5、6吋長的小刀。

    女警見狀,立刻通過無線電叫其他警員增援,其後便向男子胸口連開4槍,將男子擊倒。

    Adam懷疑死者來自附近的露宿者收容所。他說,死者似是「老人家」,並不壯健,他看到的情況是,「老人家」雖然持刀,但沒有向前衝,他又說,增援警員在15秒鐘後便趕到。他認為,女警完全沒有必要開槍。

    Adam又聲稱,雖然他用手機將整件事情錄影下來,卻被從後趕來的警員看到;警員要求借看他的手機,但手機交還時錄影已被刪掉。

    另外一名不願透露姓名的白人女子也說目擊整個過程。她稱當時警車停在該名白人男子身旁,車頂上的警號燈閃亮起來,警員下車要搜查該男子,該男子卻拔刀相向,警員開槍將男子擊倒。但這名女子說,只看到警員開了一槍。

    開槍事件發生在救世軍露宿者收容所Belkin House旁、一個露天停車場的門口。救世軍發言人米切爾(Jonathan Michel)表示,不知道死者身分,未能肯定是否來自收容所,據他當時所知,所內各人安好。

    收容所特別將靠近陳屍地點的窗簾拉下,以免影響所內人員的情緒。除此之外,收容所運作基本正常,他不排除收容所內會有人受到心理創傷,救世軍會派人輔導。

    at least one witness says the cop fired 4 shots. the man was holding an X-Acto Knife. which looks like this:

    there were 2 female cops at the time. the man was described as fragile and could be a homeless man. one witness described that his body and head were moving and shaking constantly as if he’s having parkinson’s.

    被控襲警罪名成立、現居卑詩烈治文市的一個華裔男子,堅稱蒙受冤屈,指去年被三角洲(Delta)警方拘捕過程中及在警方拘留中心及素里預審中心內,遭多番毆打虐待。他說不服判決,將繼續上訴,並會投訴至國際人權組織。
    事件中投訴遭警方不公平對待的男子蔡健,1998年從中國移民來加拿大,是一位電子工程師。他有兩個10多歲的女兒,案發時他們一家住在南三角洲。他說,去年6月19日晚上10時左右,大女兒突然離家,他事後開車帶著小女兒到大女兒的同學家中找人。
    蔡健表示,相信該戶居民在發現他到來時已經報警,他入屋見到大女兒,但稍後駛來兩輛警車,其中一輛內載有他的太太。兩個警員到場後,其中一個白人警員入屋向大女兒問話,並且要求他及太太離開。另一個亞裔警員則在門外向男屋主問話,之後要求蔡健到警車前接受問話。
    聲稱右手受傷眼鏡遭撞碎
    蔡健說見到該警員是亞裔,先用中文同他交談,但發現對方不懂,於是以英文說需要翻譯,但對方沒有回答。此後,警員命他轉身把手放到背後,他隨即被戴上手銬和搜身。蔡健說太太在政府部門工作,英文較好,因此他叫太太的名字,意在讓她出來當翻譯。但該個亞裔警員即揮拳打他腹部、踢他的腿,並且推他的頭部撞向警車,結果他右手受傷,眼鏡撞碎掉落在警車內。
    他說,被帶到警局後,曾經向一女警投訴遭警員毆打並展示傷口。蔡健說他曾要求翻譯,並且拒絕了女警拍照的要求。在對方要他簽字時,他則堅持要有律師在場。
    蔡健表示該女警同意去找他太太當翻譯,但折返時卻帶來6到7個男警員打他。蔡健說遭人打了50到100下,同時還被卡著脖子。
    蔡健說,6月20日他在素里省級法庭出庭,律師說他被控打女兒,但沒有說他被控襲警。當日下午,蔡健說他太太同兩個女兒在法庭門口等他出來,但太太後來遭多個警員推倒在沙發上,兩個社工跟著把兩個女兒帶走,直到40天以後才把兩個女兒歸還。
    此案因涉嫌毆打女兒而起,但蔡健否認毆打虐待女兒,說法庭此後也宣判此指控罪名不成立,准許他返家同家人團聚。
    法庭文件顯示,素里省級法庭裁定蔡健襲警罪名成立,判入獄一天,緩刑6個月。由於被告已經被關押19天,因此不用入獄。不過,法庭也禁止蔡健在3年內擁有武器。
    警方拘留所加上預審中心,蔡健說他共被關押19天,不但被警察毆打,而且9個月被禁止回家,只好在酒店棲身。他說目前正諮詢律師意見,看看向三角洲警察局投訴被警員毆打有沒有作用。事件令他不滿本國的人權狀況,打算上訴聯邦法庭討回公道及向國際人權組織投訴。

    i heard a caller to cknw last week. he said he was pulled over by a cop who decided to issue him a ticket. the man obeyed. but he then wanna take a picture of the cop issuing ticket. the cop demanded him to stop taking, the man insisted he has the right to do so. the cop said, “if you take it, i’ll taser you.”

    Vancouver Police have identified the man who died in the police-involved shooting on Friday, March 20th as 58 year-old Michael Vann Hubbard of no fixed address. The autopsy has revealed that he died of a single gun shot. Investigators are currently reviewing surveillance video of the incident obtained from two separate sources.

    i look forward to the man who claims he’s filmed the entire shooting but got deleted by the police after the fact to be able to successfully retrieve at least the partial footage. he told us last nite that ctv and cbc are fighting to get a hold on the footage. it’ll be very interesting to watch that.
