<p>Amanda Zhao&#8217;s family has left, after staying two weeks in Vancouver looking for bringing justice to the murder of their only daughter.</p>
<p>They acknowledged that headway has been made in the case and are satisfied with the outcome of the trip.</p>
<p>Jason Kenney, minister of state for multiculturalism and PM Harper&#8217;s right hand man, said a special team of RCMP officers, headed by deputy commissioner for criminal affairs Richard Bent, has arrived in Beijing last week.</p>
<p>According to Jenny Kwan, public affairs minister Stockwell Day told them earlier that the Canadian police now know the whereabout of suspect Ang Li.</p>
<p>Kenney said the RCMP would be in touch with the Zhaos and update them on progress when they are back to Beijing. Kenney also promised to follow up on the case.</p>
<p>Yang has said the family regretted they weren&#8217;t able to meet with the ministers of justice and foreign affairs. To this, Kenney said it was extremely difficult to arrange for a meeting during an election campaign. But Kenney and Day had met with the family.</p>
<p>In the last press conference before they flew back to Beijing, Yang Baoying stressed that they were not associated with any parties and were not influenced by any political forces in Canada.</p>
<p>The following is a translation of Yang Baoying&#8217;s letter she distributed on the last press conference:</p>
<blockquote><p>BC MLAs Ms Kwan, Mr Farnworth, MPs Ms Davis, Mr Siksay and the consultants and people who work with you: We thank you.</p>
<p>All media friends: We thank you.</p>
<p>Chinese, friends from Taiwan, Hong Kong and China: We thank you.</p>
<p>Our friends in Canada: We thank you.</p>
<p>It&#8217;s your insistence and mutual cooperation, your courage to fend off pressure and unpredictable risks, your sacrifice of time spent with family and on your work, your indifference to fame and money, and your display of wisdom that have made progress to the Amanda Zhao case.</p>
<p>Your courteous arrangement of this trip has made us feel at home.</p>
<p>It&#8217;s all of you who have given me the strength, the courage and the confidence needed for me to go on this trip. With the strong backup from you, I believe the killer will be apprenhended one day. That will be a comfort to my beloved only daughter.</p>
<p>At the same time, I&#8217;d like to thank the Canadian ministers who met with us amid their busy schedules. The only regret is that we weren&#8217;t able to meet with the minister of justice and minister of foreign affairs who have the jurisdiction over Amanda Zhao&#8217;s case. It&#8217;s also a regret we weren&#8217;t able to tell Canada our disappointment that Han Zhang (cousin of suspect Ang Li, who was accused of being an associate after the fact but was aquitted) did not get proper punishment.</p>
<p>In addition, we hope that the Canadian government could try to understand China more, so that the bilateral relation between China and Canada could be improved, peace fostered, and criminals punished. This is the common wish of the governments and people of both China and Canada. Canada should no longer be the protector of criminals. The bad name should not be allowed to taint the beautiful environment of Canada.</p>

<p>We have been pushing for the trip for the Zhao&#8217;s for over a year. It&#8217;s really happy to see the case finally gets the attention of the media and the governments and progress has been made.</p>
<p>Both the NDP and the Tories have put effort into the case. Jenny Kwan and her friends have done all the hard works and coordination among different bodies. Jason Kenney is the person who really kick-started the case when he brought it to the Tory caucus and discussed it in a cabinet meeting. The Amanda Zhao&#8217;s case, together with the <a href="http://www.chineseinvancouver.ca/2007/11/finally-something-good-about-the-tories/">Comfort Women Motion</a> that got passed in the parliament last year, have changed my impression on Kenney. He <em>IS </em>a doer, and it really doesn&#8217;t matter if he does all these out of sincerity or vote-getting.</p>
<p>Except for some initial traction at the beginning, I think all politicians involved in the Zhao&#8217;s trip were able to show restraint and were willing to work together in a bipartisan way (at least in public). How beautiful it is! I hope the Amanda Zhao&#8217;s case can serve as an good example that politicians can work together if they wish to. I hope there will be more harmonious cooperation between parties to get things done. :)</p>

			<content:encoded><![CDATA[<p>As promised, Yang Baoying has spoken up.</p>
<p>Yang Baoying, Amanda Zhao&#8217;s mother, criticized foreign minister David Emerson for being insincere and arrogant in previous correspondence with the Zhao family. MLAs Jenny Kwan, Mike Farnworth and MP Bill Siksay held a press conference for Yang and Zhao Zisheng, the father, yesterday.</p>
<p><a href="http://www.chineseinvancouver.ca/wp-content/uploads/yang2.jpg"><img class="alignleft size-medium wp-image-7457" style="margin: 5px;" title="yang2" src="http://www.chineseinvancouver.ca/wp-content/uploads/yang2-253x300.jpg" alt="" width="210" height="248" /></a>Yang also swears that she will not allow irresponsible Canadian officials to fool and play her like she came to Vancouver six years ago to deal with Amanda&#8217;s funeral.</p>
<p>Under the arrangment, the Zhao family will be meeting with foreign minister David Emerson, justice minister Rob Nicholson, minister of state for multiculturalism Jason Kenney and the RCMP in the coming days. A meeting with Emerson has been scheduled for Friday.</p>
<p>However, Yang was already criticizing Emerson yesterday. In an earlier letter Emerson sent to the Zhao&#8217;s, the family was told that they cannot bring other people to the meeting other than a translator appointed by Emerson. Yang said such request prompted her to question Emerson&#8217;s sincerity in trying to solve anything. She also criticized Emerson&#8217;s tone in the letter as being insincere and pointless.</p>
<p>Yang first came to Canada in November 2002. She then believed that a world&#8217;s esteemed country like Canada would deal with the case expeditiously and professionally under the rule of law. She was shocked at the inaction lasted for 6 years. Looking back, she saw Canadian officials as being sloppy and were only putting off with her. She said she has a deep sense of being fooled.</p>
<p>&#8220;I will insist that the Canadian government to give us some clear answers this time,&#8221; Yang swears. &#8220;I will never believe another word of their beautiful sayings.&#8221;</p>
<p>Yang also said it&#8217;s the Canadian government who &#8220;forced them&#8221; to talk to the media. In 2002, she said she chose not to talk too much to the media because she didn&#8217;t want to stir up big time on an &#8220;ordinary criminal case like this.&#8221;</p>
<p>Yang said she was very touched when she was met with a lot of reporters the minute she stepped out of the airport this week. She deeply believes that with the help of the media, the case will eventually &#8220;have good results.&#8221;</p>
<p>Yang Baoying was wearing sunglasses because of an eye problem. She tried to stay calm throughout the press conference.</p>
<p>However, father Zhao Zisheng broke down when speaking about the death of his only daughter.</p>
<p><a href="http://www.chineseinvancouver.ca/wp-content/uploads/zhao1.jpg"><img class="alignleft size-full wp-image-7459" style="margin: 8px;" title="zhao1" src="http://www.chineseinvancouver.ca/wp-content/uploads/zhao1.jpg" alt="" width="285" /></a>Zhao Zisheng said he has a late marriage. Amanda was born when he was in his 30s, and was his most loved babie. He said Amanda had been a good student as young as 6 years old. She was once crowned one of &#8220;Beijing&#8217;s Best Three Students&#8221;.</p>
<p>&#8220;I still think of her every night,&#8221; Zhao Zisheng said. &#8220;How could a nice girl like her would die so young? If my child was still alive, she would be 29 years old and might be married and have her own children.&#8221;</p>
<p>He directed much of his anger towards the Canadian government, saying the Canadian system &#8220;protects the bad guy&#8221;.</p>
<p>&#8220;Canada bullies helpless old people like us,&#8221; Zhao Zisheng cried. &#8220;All I want is to see the killer being punished by the law so that I can die with my eyes closed.&#8221;</p>
<p>He said Canada has been irresponsible and irresponsive. &#8220;I still don&#8217;t know how my daughter died.&#8221;</p>
<p>Zhao Zisheng said the police never told them how exactly Amanda died. He only learnt from the media that Amanda, at 1.68m tall, was stuffed in a small suit case which was then abandoned in the wild. Imagining how pity Amanda was when she died, Zhao Zisheng lost control of his emotions and broke down in tears. A reporter handed over some paper tissues to him.</p>
<p>Emotionally broken down, Zhao Zisheng began to scold Amanda for picking Ang Li as her boyfriend. &#8220;I told her to be extremely careful alone in a foreign place,&#8221; he cried. &#8220;She replied &#8216;how could there be so many bad guys out there and how could I be so lucky to bump into all of them?&#8217;&#8221;</p>
<p>&#8220;She did, she just did,&#8221; Zhao Zisheng said. &#8220;We thought she could earn some money for her old folks, what can we do now?&#8221;</p>
<p>In fact, Amanda had always wanted to bring her parents out of poverty. There was a piece of paper stuck on the headboard of her bed in her Burnaby basement, saying: &#8220;I should work hard and earn more money so that mom can have a better life.&#8221;</p>

<p>They are finally here in Vancouver.</p>
<p>They are Yang Baoying, Zhao Zisheng and Li Junjun. They are the family of murdered Chinese student Amanda Zhao. They arrived at YVR yesterday after flying 20 hours Beijing-Hong Kong-Vancouver.</p>
<p>The tickets were sponsored by CARE Society. Their visa application fees were sponsored by MLAs Jenny Kwan and Mike Farnworth. The Tzu Chi Foundation offered $2000.</p>
<p>&#8220;After so many years, I can finally speak up,&#8221; an emotional Yang said with her lips trembling.</p>
<p>Oct 9 marks the 6th anniversary of the murder. Kwan has organized a memorial for Amanda on Thursday at the Chinese Cultural Centre.</p>
<p>Foreign affairs minister David Emerson will be meeting Yang on Thursday. They will also meet with representatives from the RCMP, with the arrangement by Kwan.</p>
<p>Amanda Zhao, a 21 year old Chinese national student as reported missing on October 9, 2002 after she did not return from a trip to a convenience store. Her murdered body was found by hikers on October 20,2002 near Stave Lake north of Mission. After Zhao’s body was found, Ang Li, her boy friend at the time was questioned by police. Ang Li was a Chinese national and computer science student at Simon Fraser University. A break in the case came after police interviewed Ang Li’s cousin, 19 year old Han Zhang who implicated Ang Li in the murder. Han Zhang was later charged with being an accessory after the fact in Amanda’s murder. Seven months after Zhao’s body was found, the RCMP issued a warrant for Ang Li, long after he had gone to China. It was further reported that Ang Li was taken into custody in China in early 2004 but released shortly after by Chinese authorities for lack of evidence.</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;</p>
<p>There&#8217;re a few notes I&#8217;d like to say about the story behind bringing Yang and her family to Vancouver.</p>
<p>In May 2007, Ming Pao received a letter written by Yang Baoying and Li Junjun asking the Canadian department of justice to talk to them and tell them what the progress was about bringing justice to their only daughter. They wished we could relay the message for them.</p>
<p>At the same time, Yang already told us that she wanted to come to Canada and speak to someone herself. Our reporters, who have never given up this story ever since it happened, phoned politicians around to see if any one would like to help in any way. We also phoned several charity and community organizations, asking if someone would be willing to sponsor Yang&#8217;s trip, as we know the family was in very difficult financial hardships as their home was demolished by the government to make way for the Beijing Olympic. Yang and her husband have to live from relatives&#8217; homes to homes. They didn&#8217;t even know when they would stay the next week.</p>
<p>For politicians, we started with Bill Siksay, as he was the MP for the riding in which Amanda was killed. Also, Siksay&#8217;s former boss Svend Robinson had been very outspoken on the case. We also contacted Libby Davis and Raymond Chan. Surprisingly, the only MP who didn&#8217;t mind meeting with Yang or help her write letters to Ottawa was Raymond Chan. But Chan already said he couldn&#8217;t pay for Yang&#8217;s tickets or whatever, he could only meet with them. No one else &#8212; including so-called community leaders &#8212; were willing to pick up the tab.</p>
<p>We of course talked to DOJ as we did once in a while to check on the progress of the case. As usual, we were told nothing could be disclosed because of privacy issue. We called foreign affairs to see if they could arrange a meeting. Nope. We phoned the RCMP, any new progress? Nope. We also talked to China&#8217;s public safety ministry. A staffer told us that China was extremely committed to bringing the suspected killer to justice but needed the cooperation from Canada.</p>
<p>After a month of unsuccessful phoning around, we published Yang&#8217;s letter in June. And I published an <a href="../2007/06/justice-now-for-amanda-zhao/" target="_blank">English version here in CIV</a>.</p>
<p>In October 2007, on the eve of the 5th anniversary of Amanda Zhao&#8217;s murder, <a href="../2007/11/canada-owes-amanda-zhaos-parents-a-closure/" target="_blank">one of our reporters flew to Beijing</a> and talk to Yang Baoying and Li Junjun.</p>
<p>In November, MPs Bill Siksay and Libby Davis spoke up for the Zhao&#8217;s in the parliament, asking Ottawa to work harder on the case. A DOJ spokesperson agreed that he would relay Yang&#8217;s wish to meet with the minister for us. Later, public safety minister Stockwell Day passed the ball to BC&#8217;s solicitor general John Les. <a href="../2007/11/the-province-give-yao-baoying-justice/" target="_blank">The Province wrote an editorial</a> urging governments to bring closure for the Zhao family. MLA Jenney Kwan finally picked up the story and made an appeal in BC legislature, reading out Yang&#8217;s letter.</p>
<p>John Les replied it&#8217;s a federal matter. Kwan followed up with a press conference with MLA Mike Farnworth.</p>
<p>In December 2007, PM&#8217;s right hand man Jason Kenney had an editorial meeting with Ming Pao. We raised the Amanda story with him. He only had a very faint idea about who Amanda Zhao was. We explained the story to him and he expressed interest. He took out a pen and jotted down notes, saying &#8220;interesting.&#8221; He agreed to follow up on the case.</p>
<p>Days after, we emailed Kenney&#8217;s communication director and was told they were already gathering all the old press stories for Kenney. We were told <a href="../2007/12/kenney-day-nicholson-to-discuss-amanda-zhaos-case/" target="_blank">Kenney had a plan to speak with</a> public safety minister Stockwell Day and justice minister Rob Nicholson in the new year. Finally, someone began working on the case.</p>
<p>Also in December, <a href="../2007/12/jenny-kwan-writes-to-rcmp-re-amanda-zhaos-murder/" target="_blank">Jenny Kwan wrote a letter</a> to the deputy commissioner of the RMCP demanding actions on the case.</p>
<p>In Janurary 2008, with a little help from us, Yang Baoying submitted a formal, English request to Nicholson for a meeting in person. Jenny Kwan agreed to invite Yang should the feds not. Bill Siksay and Libby Davis promised to look for ticket and accomodation sponsors.</p>
<p>In March 2008, Kenney&#8217;s office told us that Harper&#8217;s cabinet has discussed about Amanda Zhao&#8217;s case and there&#8217;s a &#8220;<a href="../2007/12/kenney-day-nicholson-to-discuss-amanda-zhaos-case/" target="_blank">political consensus</a>&#8221; that Ottawa would faciliate to bring the killer to justice.</p>
<p>Meanwhile, Kwan and Farnworth began to work on inviting Yang over. They issued a formal invitation so that Yang&#8217;s visas could be processed in Beijing. Kwan and Farnworth even paid for their visa application fees after learning the Zhao&#8217;s couldn&#8217;t make the payment themselves. Kwan was saying to us that she hoped Yang could come before her baby was born, with a due date in late August.</p>
<p>In early September, Yang told us they got the visas. Jason Kenney&#8217;s office responded to us that he was prepared to meet with them and could arrange them to meet with other high level officials, foreign minister David Emerson among them.</p>
<p>Kwan and Farnwoth held a press conference to announce the trip.</p>
<p>Then there was a little public disagreement between Kwan et al and Kenney et al here. Both claimed to be the person who did the work for Yang&#8217;s trip and meetings. Kenney said Kwan was making political capitalization out of the case because as a provincial representative, she wouldn&#8217;t have access to arrange for high level official meetings for the Zhao&#8217;s. Kwan et al blasted Kenney for claiming Kwan&#8217;s hardwork as his.</p>
<p>To us, though, we only want to help Yang realize her wish. It really doesn&#8217;t matter who did the ground work. It&#8217;s Deng Xiaoping&#8217;s famous line: &#8220;No matter it&#8217;s a black or white cat, it&#8217;s a good cat as long as it catches mice.&#8221;</p>

			<content:encoded><![CDATA[<p><a href="http://www.canada.com/vancouversun/news/westcoastnews/story.html?id=8bfe38a6-f944-43a7-a2dd-e420a11e41f3" target="_blank">Vancouver Sun</a> &#8211; The family of Amanda Zhao is planning to come to Canada next month to seek answers from government officials in her unsolved murder, opposition politicians say.</p>
<p>Members of the provincial and federal NDP said at a news conference Thursday that after months of lobbying the federal government, Zhao&#8217;s elderly parents will meet with key federal officials in early October.</p>
<p>The 21-year-old Chinese student had been living in Burnaby when she was murdered in 2002. Her boyfriend was charged with second-degree murder but had already fled to China.</p>
<p>Secretary of State for Multiculturalism Jason Kenney confirmed he and Foreign Affairs Minister David Emerson &#8220;would be more than happy&#8221; to visit with Zhao&#8217;s family if they come.</p>
<p>Vancouver Mount Pleasant MLA Jenny Kwan said the NDP invited the family to come to Canada after being contacted by them.</p>
<p>&#8220;The family has been wanting to get information first-hand from elected officials and from government representatives regarding the murder case,&#8221; Kwan said.</p>
<p>&#8220;I think it&#8217;s time for them to receive the answers that they want, the justice that they seek, in the murder of their only daughter, Amanda Zhao.&#8221;</p>
<p>Kenney said he shares Kwan&#8217;s concerns.</p>
<p>&#8220;This is a delicate matter that we are addressing with our Chinese counterparts in a way that hopefully will come to a successful resolution for the Zhao family,&#8221; he said.</p>
<p>&#8220;They&#8217;ve been waiting for far too long for justice for their daughter, and our government certainly intends to do whatever it can to facilitate that.&#8221;</p>
<p>Zhao&#8217;s body was found stuffed in a suitcase by hikers near Stave Lake on Oct. 20, 2002. She had been strangled.</p>
<p>Her boyfriend, Ang Li, who originally reported her missing, fled to China, which doesn&#8217;t have an extradition treaty with Canada.</p>
<p>Before her death, the couple had been living in a Burnaby apartment with Li&#8217;s cousin, Han Zhang.</p>
<p>Zhang later allegedly told police that Li confessed he&#8217;d killed her, and that he helped Li dispose of her body.</p>
<p>Kwan said the NDP has asked the federal government to seek an extradition order for Li, or to use diplomatic relations to advance the case, which they say is at an &#8220;impasse.&#8221;</p>
<p>But Kenney said there is &#8220;significant activity&#8221; on the case and that the Canadian and Chinese governments are working together on a resolution.</p>
<p>He said the lack of an extradition treaty could be an impediment to prosecuting Li, but said there are &#8220;other possible approaches.&#8221;</p>
<p>He would not give further details of the investigation.</p>
<p>Although Kenney said he believes the New Democrats are sincerely concerned about the Zhao case, the timing of the family&#8217;s visit &#8212; in the days prior to the Oct. 14 federal election &#8212; was &#8220;unfortunate.&#8221;</p>
<p>Kwan provided an English translation of an April 2008 letter from Zhao&#8217;s mother and cousin which expresses a lack of information from the Canadian government about the investigation.</p>
<p>&#8220;We are truly touched by your compassion,&#8221; the letter said. &#8220;We also want to ask you to continue fighting for justice for my daughter; this is all we are asking for.&#8221;</p>

<p>Yang Baoying, mother of murdered Chinese student Amanda Zhao, finally got her visa to come to Canada!</p>
<p>Minister of State for Multiculturalism Jason Kenney has agreed to meet with Yang and would arrange for her to meet with senior ministers.</p>
<p>Yang confirmed with <a href="http://www.mingpaovan.com/htm/News/20080908/var1h.htm" target="_blank" class="broken_link">Ming Pao</a> that herself, her husband and Amanda&#8217;s cousin Li Junjun were approved of travelling visas at the end of August.</p>
<p>Yang said the visas would be valid for three months.</p>
<p>The trio were invited by NDP MLA Jenny Kwan. As Canada hasn&#8217;t got the Approved Destination Status by China yet, Chinese nationals going to Canada must get invitations from Canadian organizations/individuals.</p>
<p>Kwan&#8217;s office has lined up charity organizations to sponsor accomodation and air tickets for Yang et al.</p>
<p>Kwan is arranging final details of their trip, which is expected to happen before the federal election.</p>
<p>Yang has indicated that she would like to meet with the RMCP, attorney general, foreign affairs minister, public security minister and Jason Kenney.</p>
<p>Tenzin Khangsar, spokesperson of Kenney&#8217;s office, said they are concerned about Zhao&#8217;s case. He said Kenney has promised to meet with Yang if she sees fit. Kenney is also willing to arrange for Yang more meetings with senior officials.</p>
<p>Oct 9 will be the sixth anniversary of Amanda&#8217;s murder.</p>

<p>Yang has written a few times to the Canadian minister of justice, asking for action on bringing the suspected killer of Amanda to justice. She has been hoping to come to Canada in person and meet with the justice minister (<a href="http://www.chineseinvancouver.ca/search/label/Amanda%20Zhao" target="_blank">Amanda Zhao&#8217;s series on CIV</a>).</p>
<p>Yang has not received any official response from the feds. However, BC MLAs Jenny Kwan and Mike Farnworth are sponsoring visa applications for Yang and her husband and niece &#8211; not only sending invitations to them (Chinese subjects must have overseas invitations to make visa and passport applications in China), but also paying for application fees amounting to 5000 yuan (about C$900), Kwan confirms yesterday.</p>
<p>Kwan says she deosn&#8217;t think what she and Farnworth are doing is special enough to worth making it public proactively. She stresses that Yang and her family are not only suffering from mental torture of not seeing justice done for Amanda, they are impoverished, living from one place to another.</p>
<p>Yang was speechless when she learnt what Kwan and Farnworth were doing. She confirms she has received the signed letter of ivitatin from Kwan and Farnworth and her visa application process has been started.</p>

			<content:encoded><![CDATA[<p>CIV &#8211; The Harper government is determined to bring closure for Yang Baoying, mother of murdered Chinese student Amanda Zhao, after PM Stephen Harper and his cabinet reached a &#8220;political consensus to examine what Canada can do to bring Zhao&#8217;s killer to justice,&#8221; according to a senior government source.</p>
<p>After PM&#8217;s right hand man <a href="http://www.chineseinvancouver.ca/2007/12/amanda-zhaos-case-reaches-pms-right.html" class="broken_link">Jason Kenney picked up the case </a>last December, he&#8217;s been pushing for high level government discussion, including an earlier <a href="http://www.chineseinvancouver.ca/2007/12/kenney-day-nicholson-to-discuss-amanda.html" class="broken_link">meeting with the minister of justice and minister of public security</a>. The source said the case finally reached Harper, who earlier told his cabinet that he wanted to find a way that Canada can do to bring a closure to the case.</p>
<p>&#8220;The progress is slow, but it&#8217;s being made,&#8221; the source said.</p>
<p>When Yang Baoying heard about the good news in Beijing, she was encouraged. She swore: &#8220;I will live on well until vengeance is brought on the murderer of my daughter.&#8221;</p>
<p>She said she&#8217;s been working out every day, keeping her fit both physically and spirutually.</p>
<p>Yang recently sent out a Chinese email to Jason Kenney, MPs Libby Davies, Bill Siksay and MLA Jenney Kwan, thanking all of them in helping out in the case.</p>
<p>The email wrote:</p>
<blockquote><p>We speak different languages. We are separated by mountains and oceans. But we can feel your warm hearts. We cannot tell how grateful we are for the endless efforts you put in the case&#8230;. We can have tens of thousands of words to say but let&#8217;s funnelled them into one: Thank-you. We wish all of you a peaceful and happy life.</p>
</blockquote>
<p>Yang said she&#8217;s getting more determined to seek justice for Amanda given all the positive reactions she got from Canadian politicians and the media. When she recently met with a <a href="http://www.mingpaovan.com/htm/News/20080306/vab4.htm" class="broken_link">Ming Pao reporter</a> in Beijing, she looked good-spirited and physically fit.</p>
<p>As a side note though, Yang said her husband&#8217;s situation is getting worse. Zhao Zisheng is suffering from a degenerating dementia. &#8220;He murmurs to himself all day&#8230;. all the little things about Amanda,&#8221; Yang sighed.</p>

			<content:encoded><![CDATA[<p>CIV &#8211; Yang Baoying, mother of murdered Chinese student Amanda Zhao, has submitted a formal written request &#8212; in English &#8212; to Canada&#8217;s minister of justice for a meeting in person.</p>
<p>The email was sent last weekend by Li Junjun, Amanda&#8217;s cousin, in Beijing.</p>
<p>Yang was worried that this request would eventually have the same consequence she had many times before: no response.</p>
<p>However, NDP MLA Jenney Kwan has promised yesterday that if the minister of justice would not invite Yang to Canada, Kwan would issue a formal invitation to Yang so that she can proceed with a visa application (since there isn&#8217;t a tourism agreement between Canada and China, Chinese citizens must get invitations from Canadian organizations/businesses/agencies etc before they can apply for an &#8220;exit visa&#8221; from the Chinese government.)</p>
<p>NDP MP Bill Siksay also said he would jump into help bring Yang over if the DOJ decided not to.</p>
<p>Local charitable organization, the Tzu Chi Foundation, also promised yesterday that it would offer Yang &#8220;relief fund&#8221; once she&#8217;s in Canada, if she needs it.</p>
<p>A spokesperson for Jason Kenney, secretary of state for multiculturalism, confirmed that Kenney would meet with public security minister Stockwell Day and justice minister Rob Nicholson within days to discuss on Amanda Zhao&#8217;s case, including Yang&#8217;s request for a meeting.</p>

<p>Kenney <a href="http://www.chineseinvancouver.ca/2007/12/amanda-zhaos-case-reaches-pms-right.html" class="broken_link">has shown sympathy for Zhao&#8217;s mother</a>, Yang Baoying, after listening to a Ming Pao reporter on Yang&#8217;s agony of her failing hope of seeing justice served for her only daughter when Yang is still alive.</p>
<p>After the meeting with the Ming Pao editorial board on Dec 1, 2007, Kenney promised to follow up the case with his colleague Rob Nicholson, the minister of justice.</p>
<p>Kenney almost immediate directed his staff to prepare briefing of media clippings on the case for him. Last week, Kenney raised the Zhao file with Nicholson. &#8220;They have had private discussions on the matter,&#8221; said Velshi.</p>

<p>Dear Deputy Commissioner Bass:</p>
<p>We are writing to inquire about the case of Ms. Amanda Zhao. Base on various media reports, Ms. Amanda Zhao, a 21 year old Chinese national student as reported missing on October 9, 2002 after she did not return from a trip to a convenience store. Her murdered body was found by hikers on October 20,2002 near Stave Lake north of Mission. After Zhao&#8217;s body was found, Ang Li, her boy friend at the time was questioned by police. Ang Li was a Chinese national and computer science student at Simon Fraser University. A break in the case came after police interviewed Ang Li&#8217;s cousin, 19 year old Han Zhang who implicated Ang Li in the murder. Han Zhang was later charged with being an accessory after the fact in Amanda&#8217;s murder. Seven months after Zhao&#8217;s body was found, the RCMP issued a warrant for Ang Li, long after he had gone to China. It was further reported that Ang Li was taken into custody in China in early 2004 but released shortly after by Chinese authorities for lack of evidence.</p>
<p>We have written to both Federal Minister of Public Safety, Stockwell Day, and Provincial Minister of Public Safety and Solicitor General, John Les, regarding the jurisdictional authority in the murder of Amanda Zhao. Both levels of government are suggesting that it&#8217;s the other&#8217;s responsibility to ensure Ang Li faces prosecution for the murder of Ms. Amanda Zhao. In the meantime, the Zhao&#8217;s family&#8217;s health is failing and they are further tormented as the alleged murderer walks free without being tried in a court of law. This is obviously unaccepted to the victim&#8217;s family.</p>
<p>We are writing to inquire whether or not Chinese authorities had made any requests for the investigative information/evidence gathered by the RCMP regarding the murder of Ms. Amanda Zhao. If so, was the information/evidence released? If it was not released, could you please advise why not and under whose authority the information/evidence was refused to Chinese authorities?</p>
<p>Alternatively, if the Chinese authorities did not request the information/evidence regarding the murder of Amanda Zhao, could you please advise if the RCMP would be willing to release the information and evidence to the appropriate authorities in China so that due process and justice could be administered in the murder of Ms. Amanda Zhao? In that scenario, who from the Chinese authorities make the request and what procedures must one follow in order to obtain the information/evidence?</p>
<p>Five years have lapsed and the Zhao’s family has not been able to bring closure to the tragic loss of their only daughter. Additionally, they have received little or no information from Canadian authorities since the discovery of Amanda&#8217;s body. The Zhao family faces language, financial and jurisdictional barriers ill their pursuit for justice regarding the murder of their only daughter. In a heartbreaking plea to Canadian officials, Amanda Zhao&#8217;s family wrote:</p>
<blockquote><p>Greetings to the head of Canada Department of Justice:</p>
<p>I&#8217;m Amanda Zhao&#8217;s mother. I am extremely outraged at your cold-bloodedness and remorselessness, and your non-interest, no-sincerity approach to apprehending the murderer.</p>
<p>We lost our only daughter. Five years are gone and justice still isn&#8217;t served. Is this fair?</p>
<p>The two old people are still in extreme pain, so painful that we don&#8217;t want to live on. Everyday is a torture. If the same thing happened to you, would you be able to take it?</p>
<p>I beg you tell us your timeline or agenda on this case so that at least we know something. Don&#8217;t let us wait, wait, wait forever. There should be an end to that wait. The days of our lives are numbered. And if you don&#8217;t bring justice to my daughter, we will not die in peace.</p>
<p>Please stop pressing for some unreasonable requests &#8230; so many years have passed and there is no excuse for you to not finishing the case.</p>
<p>China-Canada cooperation to catch and punish the criminal is our common goal. Please reply to us as soon as possible!!!</p>
